Dubai Based · Remote · Full-time · US Central hours

Octa’s Dubai operations support our US land development business, delivering master-planned residential communities across Texas. We’re hiring an experienced Civil Engineer to lead value engineering across our US portfolio, improving homesite yield, infrastructure costs, and project delivery.

Key Responsibilities

  • Review civil plans to maximize homesite yield without affecting approvals.
  • Value engineer grading, water, sewer, drainage, and detention designs.
  • Audit drainage calculations and identify cost-saving opportunities.
  • Benchmark engineering scopes, unit rates, and contractor bids.
  • Coordinate drawings, revisions, meetings, and timelines with US engineering firms.
  • Present clear cost and schedule recommendations to leadership.

Requirements

  • Bachelor’s degree in Civil Engineering.
  • 10+ years of civil engineering experience, including at least 5 years in US land development.
  • Strong knowledge of residential subdivisions, utilities, grading, drainage, and stormwater management.
  • Experience with US municipal and county approvals; Texas experience preferred.
  • Ability to review and redline complete civil plan sets using Civil 3D or equivalent.
  • Fluent English and confidence leading technical calls.
  • Based in the UAE with valid residency and available to work US Central hours.

Preferred

US PE licence, Texas-specific experience, stormwater modelling expertise, and a proven record of reducing costs or improving homesite yield.

Core working hours are approximately 6:00 PM–3:00 AM GST, with some flexibility for the right candidate.
